Biden-Harris Administration Moves Forward with Offshore Wind Energy Leasing in Guam

The Bureau of Ocean Energy Management (BOEM) has issued a call for information and nominations regarding potential wind energy leasing off Guam’s coast. This marks a key step toward supporting Guam’s renewable energy goals of 50% by 2035 and 100% by 2045.

BOEM Director Elizabeth Klein emphasised the importance of offshore wind in reducing carbon emissions, cutting energy costs for Guam residents, and advancing President Biden’s clean energy initiatives.


The call reflects close collaboration with the Government of Guam and aligns with broader efforts to grow a sustainable offshore wind industry. The initiative comes as part of BOEM’s broader push to expand offshore wind across the US, which has already included the approval of 11 commercial-scale projects and six offshore lease auctions since 2022, including record-breaking sales in New York and first-ever auctions in the Pacific, Gulf of Mexico, and Gulf of Maine.


The Guam call, published on January 6, 2025, opens a 90-day public comment period ending April 7, 2025. Stakeholders can provide input on site conditions, marine resources, and ocean uses, while wind energy developers can nominate specific areas for potential leasing.


The call area covers 2.1 million acres, starting 3 nautical miles from shore and extending to water depths of 350–2200 meters. BOEM will analyse public comments and commercial nominations to identify Wind Energy Areas (WEAs) with minimal conflicts. Subsequent steps will include environmental reviews, stakeholder consultations, and potential competitive lease sales.


BOEM’s efforts also prioritise engagement with Indigenous Peoples, fisheries, underserved communities, and ocean users, ensuring the development process is inclusive and addresses potential concerns. Multiple opportunities for public input will be available as the project progresses.
